When you inquire to GoDaddy whether a domain is available they reserve it for you and then sell it to you later when you decide to buy it.

A domain can be directed to any server you want. If you buy from GoDaddy they'll sell you the hosting at the same time.

The domain name goes into the Domain Name Server, DNS for short, first to the Root Name Server and then out from there to other Domain Name Servers. And by the time everything is set up the DNS will be able to receive requests for the name and tell those requesting to go to the GoDaddy server, or wherever it is hosted.

no. they get the domain name assigned from the usual outfit and then assign it an IP address from the block they own already.

They are generated when needed. It's not necessary to generate every conceivable option in advance.
