Go to one of your shelters or animal rescue groups, you can visit the dog a few times, spend time with the animal, ask about it's background, you can have 5 dogs all of the same breed or mix and each will be different. What and how you treat and train a dog is what makes them.

You must have some kind of preference as to what you want.

    Long coat, short coat

    Male or female

do you want a dog that doesn't shed much (hypoallergenic dog breeds)

'well tempered' not sure what that means unless you don't want a dog that will not be aggressive.

    Loyalty come with trust

smart is how well you train the dog

Poodles are the second smartest of all dogs & are hypoallergenic. All sizes. Only hang up with poodles is the regular grooming, it gets expensive unless you learn how to clip your own dog.

The most intelligent of all breeds is the Border Collie but this dog demands a massive amount of exercise, a herding breed that needs to be busy ALL THE TIME.

The third most intelligent is the German Shepherd. Then the Rott.

There are many dogs that a new dog owner should not get. Most would be a challenge you could not handle.

I do not recommend the Border Collie or the German Shepherd to a first time dog owner. They can be a challenge even to the professionals.

Standard Poodle, buy some dog clippers & learn how to trim the coat. Practice makes perfect. It will look awful at first but as you get used to the clippers & how they work, cut & all but it is just a tool & you can manage to master it the more you do.

Whoever you adopt, just love that fuzzy pup with all your heart and cherish every moment you have together. In the end it will seem like their life went by in the blink of an eye.

As far as breed goes, I'd recommend a mixed breed to help avoid the potential hereditary health problems of purebred dogs, and also I highly recommend you get a dog from a shelter or rescue organization rather than buying one, which likely comes from a breeder/puppy mill who's just trying to make money.

I recommend watching Dogs 101. It's a show that helps people decide what dogs would suit them best. It covers things like what environment suits them best, their health, grooming requirements, their training difficulties and how well they do in a family. When you watch it, decide on the dog that is best suited for your lifestyle. You can buy it on Amazon or maybe watch it on YouTube. The type of dog you prefer, I would suggest a Labrador because I think that breed fits all that description. Or a Golden if you don't like shedding. Watch the show and make your own decision, is my suggestion. Good luck.
