I would use a relative standards model, and say.

    1. Uruguay - Small population but two WCs and multiple Copa Americas, also various deep appearances in World Cups. Teams like Ireland use population as an excuse for failure, but Uruguay has less population and has achieved far more.

    2. Brazil - High population and football culture, but their accomplishments probably match what should be expected.

    3. Italy - The Italians for me are more succesful than the Germans, since Germany has a higher population and Italy beat better teams in stronger eras of football to win their World Cups. Also constantly dominating Germany themselves.

    4. Germany - They always seem to do well, except at the last few tournaments when they crashed out at the Group stage behind Mexico & Korea and Euro 2016 when France destroyed them easily after they got lucky on penalties. Also a lot of their wins have come from penalties which is a cheap way to win.

    5. Spain - Three major tournament wins in a row was amazing, I don't think another team has ever dominated an era like Spain did.

    6. Argentina - Smaller pop. than France, but has produced some of the finest ever players and won some World Cups, really though they are usually carried by one or two superstars and the rest of the team is well below their standard.

    7. France - Football culture isn't huge in France, and they've still done quite well, for me they lose points for being a lot more dominant in France, historically they have done best when tournaments are hosted in France, all changed in Russia but they didn't have much competition there.

    8. Netherlands - Agree with your analysis, they've also produced on average better players than Argentina despite a smaller population.

    9. England - Have to be included as a WC winner but really terrible underachievers, call themselves the home of football and they've made one final appearance in their entire history, and in their WC debut they lost to USA amateurs. They haven't even produced that many great players compared to some others.

    10. Russia - They absorbed the Soviet Union's history and the USSR were actually a great team who won a few Euros and produced some top players like Yashin, who knows what they'd have achieved if they were allowed to leave the USSR and develop.
