Would you watch a sitcom about Hitler and Stalin?
Hitler and Stalin both lived in Vienna in the years right before World War 1. Would you watch a sitcom where they had to be roommates somewhere and at first they didn't like each other and tried all sorts of wacky plots to get rid of each other, but eventually they start becoming friends and stalin tries to help hitler get a girlfriend then hijinks ensues.

There's actually a movie Showtime did, a dark comedy, that stars Iwan Rheon (of Game of Thrones fame) playing Hitler that's about his time in Vienna as a young man before WWI trying to be an artist and him trying, sort of, to get along with his roommate, played by Rupert Grint (of Harry Potter fame), albeit his roommate isn't Stalin. Stalin is in the movie, though, just not his roommate but a friend of his roommate. Stalin's character is listed in the credits merely as Josef (played by Dustin Demri-Burns, whose prior claim to fame, ironically, is playing Hitler in the UK's show Drunk History). Needless to say, Hitler absolutely hates Josef.

Don't see the comedy in it,,, might work as a subplot in a movie about something else but not enough there for a regular sitcom.
