If the Ubuntu partition is recognizable and can be handled by Windows (NTFS, FAT) then there is no need to repartition or reformat. If not, you have no choice - repartition, reformat then reinstall the Windows boot loader.

Insert a Windows 7 installation medium, then rebuild the main hard drive's boot sector using
bootrec.exe /fixmbr
After that you can safely delete the Ubuntu partition.
