The PS4 is not backward compatible with any other PS system. However, you can stream certain PS3 games over the Internet through the PSNow service. It's a subscription service that costs $20/month and you can stream as many games as you want. It's Netflix, but for PS games. You'll need a decently fast connection, though to stream games well.
