Can I spear carp in Minnesota without a license?

    Search MN DNR and read the regulations. MN has specific rules and season for spearing.

    Short answer is no. In fact, I'm not even sure spear fishing is only allowed on reservations by native Americans. Submerged scuba hunting might be allowed in some places, but I doubt it. Minnesota is pretty serious about the wildlife. With spear fishing, the DNR would only allow it for certain types of fish, and certain seasons.
