Let's say someone from england moves to France. Is it possib for them to develop a french accent over time

    A French accent has nothing to do with broken English.

    Do you mean by accident, or on purpose? You have certainly developed an excellent half-broken form of spelling and grammar.

    Yes. For instance when (s)he has brain-damage

    Yes, but it's very unlikely
