Do governments need to limit liberal values such as profit and resources exploitation in response to environmental issues?

As my Blue States wants to deny the Red State of

Montana from filling our railroads with 100 car coal

trains spaced about 15 minutes apart and each one

rinsed with 90 million gallons of Blue State freshwater

yearly. My state doesn't want coal dust grime while

Montana Coal Kings get all the profits.
