What does "I'm sorry." mean in this scenario?

Once, I was at a friend's house, and my friend's sister did something wrong while I was there, so their grandma told her "Shame on you!" and right after that she told me "I'm sorry." and said my name. I know that it probably means that either she startled me or she wanted to let me know that she wasn't talking to me when she said "Shame on you!", but I want to really know what she meant.

I know that it probably means that either she startled me or she wanted to let me know that she wasn't talking to me or she is embarrassed by the sister's behavior when a guest, me in this scenario was at the house when she said "Shame on you!", but I want to really know what she meant.

    She means she is ashamed of your friends sisters behaviour in front of a guest

    Chances are she was apologizing for criticizing the sister in your presence, meaning she did not want to embarrass you by subjecting you to her rebuke.
