hello my neighbos (a friend) dog keeps getting out STILL and im afraid hs going to impregnate all the puppies but id dont want to castrate or neutre the dog because my neigh bor would notive that the dog does not hav its "tsticles" but i don want to see it get ing impresngate all the female dogs in my neighborhod the dog is alredy an ungle my dog its female and i dont want it to get pregrant but also i dont want to neutr my dog becaus she shouldnt have to be.

You are very confused about the terminology. A dog has no foreskin so he cannot get a circumcision. A male dog will not change his behavior if he gets a vasectomy. I had a vasectomy. The only difference is no babies.
A dog gets neutered. That is the only logical option. That will change his behavior. Your neighbor needs to take his own dog to the vet and get him fixed up. Maybe you should offer to pay half the bill. It only costs about $100.

You will go to jail for animal cruelty. And circumcision has nothing to do with pregnancy.

If you are that worried your female dog gets pregnant castrate yourself.

Won't your neighbor wonder why his dog is shaved and hurting?
Here's a better thought - I think it's best if YOU don't breed, so make the appointment for yourself.
