1. The Poor don't care about laws, as they have nothing to lose.
2. The Rich don't care about laws, as they can buy their way around them.
3. The Middle Class are burdened by laws, they have everything to lose, and no way to buy justice.
That applies to Taxes too.

The idea is that every person, regardless of the nation you live in, is born into a certain class of people; whether for better or worse. Escaping your class can be all but impossible, and your class can have serious impacts on every aspect of your life.
Defining classes is not easy. For example, I could say there's a class of poor people, but a poor person living in one community would certainly have advantages and disadvantages over a poor person living in another community. Or I could say "middle-class", but again what is middle class can change radically based on where you live. A family of three living on a hundred thousand dollars a year might barely scrape by if they lived in Manhattan, but that same family would live like kings in Queens.
But then again some people would define class based on your demeanor as a person. Would you look to a well dressed person and call them 'classy'? Well what about a person who fancies books over television and talks about trips to art museums? You would never think of them as the same class of person as a person who enjoyed dirt biking and pro wrestling. This is not to say that either person has more or less 'class'. I'm simply saying that they are obviously of different classes.
