How could scietists someday figure out a way to predict earthquakes?

How could scietists someday figure out a way to predict earthquakes? Maybe they could use animals, as their behavior is quite odd before tremors strike. Maybe there are other ways scientists can forecast them. It would be a great thing, as the jolts kill and injure so many people.

    Animal behavior or changes in patterns may be one method but is mostly unreliable. Strange behavior by various animals, fish or pets is well documented over the centuries and may be based on their ability to detect minute electrical charges from the ground or tremors....China even evacuated a large city prior to a large quake based on strange animal behavior and water level changes as well. China has a long history with earthquakes and invented one of the first detecting devices.

    So some research is going on in that area but not likely it will ever be very reliable in every case.

    Other scientists have found that there are also what are known as earthquake lights (EQL's) in the sky prior to large quakes which may be caused by electrical charges built up in stressed rocks/fault areas prior to large quakes.Earthquake lights are another phenomenon which have been reported over the years prior to or during large quakes and may be a somewhat more reliable method but further research needs to be done to find the exact cause/relationship. Friedemann Freund from NASA/Ames is one such researcher.

    And some countries /states already have some early warning systems like Shake Alert based on P-wave signals which occur during quakes which can give some advanced early warnings depending on the distance to the epicenter....still only seconds or minutes but perhaps enough time to shut down freeways, bridges, trains or power plants, etc.. and give some measure of warning to citizens or emergency services.
