California Homeless Plague?

It depends on where the person lives and whether the person can qualify for certain welfare programs and not have to depend on panhandling, which is iffy because it in turn depends on the exact location and of course Lady Luck.

There is no "homeless" designation to receive benefits. Most benefits require an established address to send benefits and a large number of homeless have no address for which to receive benefits.

I've never seen a denoted sum request on their scrap cardboard signs.

Not at upturned hats and for opened musical cases as they trade song

or dance for pocket change. Living as they do without rent, utilities,

and weatherproof shelter 24/7 none share the life quality of your non-

homeless population.. I'm useless to bigots and not their worst problem.
