Simple questions do not always have simple answers.
HDMI is a licensed connection protocol.
In order to use it, a manufacturer must comply with all applicable standards
and pay fees according to the number of units to be produced.
Bootleggers would have several problems with that,
one of which is Getting Caught.
It really isn't a problem for consumers because
there are readily-available electronic converters for composite,
Y/C (S-video), component, and other connections
to make them compatible with HDMI inputs on TVs.
