I have a interview from a job I previously worked at and was unable to provide a two weeks notice does this mean I am able to get re hired

It's not impossible, but probably not. They likely just haven't noticed yet that you're the same person who quit on them without notice.

Most likely you wont get hired unless for some reason they dont look it up.

Any thing is possible but getting an interview doesn't mean that you will get hired.
Working for the place gives you a pretty good shot since you have some experience and if you were a good worker. Weather or not they care if you provided notice is up to them. It's also up to them to decide weather or not they want to re hire you. If you do well with the interview, then there's a chance you may get re hired.
