Where do I call to report an issue with a business about a broken window?

Okay. So there’s a Meijer right next to where I live that has a broken window. Behind the window is another one but still it’s a safety hazard. Because it’s exposed to the outside. It’s been like that for 3 months now. I reported it to them but they haven’t done anything about it yet. I’m sure there’s some kinda violation for that?

There is nothing at all illegal bout that. SO no one.

You'd be wrong. There's no kinda violation for having a broken window. It's not your business anyway, so cool your jets.

WALK IN and tell the manager.

Of course, that would require your BS to be true.

I can appreciate your vigilance, but it's not against the law to have a broken window. It may exist as a potential safety risk, but the liability of that risk is on Meijers to manage, not you. If you find it threatens your safety, you should avoid the store to reduce any risk to you.
