To whom can I report a homeless shelter refusing to accept someone because she has an autistic child?

A friend of mine has an 11 year old kid with Asperger's. She is about to get evicted from her apartment. She has called all the local homeless shelters. But, they have all told her they will not accept her, because they will not accept autistic children! This is clearly discrimination. But, who should she report this to? What specific law does this violate?

    She could start with what ever organization runs or supports the shelter. If it it was a landlord she would typically have to sue them.

    It is a violation of fair housing laws.

    Obviously she should be speaking to the local Social Services Department.

    You could invite them to move in with you.

    Same place the imaginary child came from. If this were really happening then why aren't you telling this story to a reporter?
