Y'know, maybe if Texas didn't allow people to open carry rifles without a permit the Walmart could have been alerted much faster?
You do not need a permit to carry a rifle or other long gun in Texas. Therefore, calling the police is useless until he started shooting 40 people and killing half of them.

Umm... most states do not forbid carrying legal rifles. In fact I never lived anywhere that rifles were banned. Some buildings and parks restrict it though.
