Not a whole heck of a lot! When a guy doesn't bring himself to share this information directly? It doesn't matter much.

It means he's a beyach. He should just say "I like you. And yes, I mean that I like you in that way, and I want to get to know you better, but if you're not into it then I'll smile and move on".
To be fair, it is rare that a young guy feels willing or able to say something like that. Most young males are beyaches.
