Would you say this is passive aggressive behaviour?
so one of my instructors a while ago was asking me some question so he could fill in a form. During one of these questions he asked “do you have any learning disabilities?” I said “no” then he responded with “are you sure?” I then said “yes” but i felt pissed off at that. Would you say thats him being passively aggressive towards me.

That's not passive, that's just plain rude. Passive aggression is when you don't confront someone, but do something indirectly to make them angry.
