Your "night vision" is always going to be determined by your eyesight, and not by some artificial "night vision device" in your car. If you have trouble seeing how to drive at night, go to an optometrist. He can fit you with prescription "night-driving" glasses that you wear at night. They're the same prescription as your regular eyeglasses, but they're specially tinted to reduce glare and you do not wear them during the daylight.

Night vision devices would be totally overloaded by other car's lights.

Night vision uses ambient light and amplifies it. The system becomes overloaded when you shine a light at it. When you meet another car, the light from it's headlights make the screen go all white and you can't see anything. Plus the fact that cars are already very expensive, adding the cost of night vision would be ridiculous.
