I filed my tax return at the beginning of April and haven't received anything?
I forgot about it for months until an hour ago.
I received a paper, in June, that I needed to pay a fine for not having health insurance. I paid the fine in April via mail though. I tried to get on the phone but all I got was a machine. I paid it again via website. I have tried calling the IRS only to get a machine every single time, I cannot find an agent option. I have tried the "where's my refund?" link and have been told that it cannot disclose information. The website told me to wait around 30-50 days, and you guessed it, I forgot after July.
Can I even do anything at this point? I wish I could talk to a human being instead of a computer.

You can do many things. Talking to a human when you call isn't one of them. The only way to get a human on the phone is to get them to call you.
Stop calling.
Send a written letter, by U.S. mail, and wait for a response.
But more importantly, stop calling. One of the reasons these things take so long is that the IRS gets too many phones calls.

You can. Go into your "local" IRS office - in person. The main IRS lined - is not for calling and asking info about your case.

Contact your local Taxpayer Advocate's office. The address, phone and fax numbers can be searched at irs.gov

Take a look at your tax return. Does it show that you paid too much tax in 2018? If so and you are owed a refund then you need to get in touch with them by letter asking what happened. If you did not overpay your tax, you will obviously not get a refund.
By the way, that is the correct way to manage your affairs. Stupid to pay too much tax giving the US government an interest free loan

The IRS sends a bill for what you owe, net of any refunds you may have been expecting. I don't think you will get any more money.
