Questions about the Waze app?

I’ve Googled but can’t find out, maybe someone could help me out who knows.

1.) When I see other Wazers on the map, do they have thier app open also? Or do some of them have it closed but the phone is tracking thier location and showing them with the app closed?

2.) What’s the point of “message” or “beeping” another Wazer?

you can only track other Wazers when they have the app open and running, and if both of you have internet connection..

if Waze is off, it is completely off..

and as far as i know, Waze -by default- will NOT track your phone when the app is off or when the screen is off.. if the app is off or running in the background while you are using a different app, Waze will automatically stop transmitting your location for anyone else to see.. HOWEVER.. there is an option that allows Waze to transmit your location 24/7 even when the app is apparently off, and it is called "Location always on" option in the privacy setting..

- on Android. tap on Menu.. then Setting.. then Privacy.. and turn 'the location is always on"..
- on iOS device.. tap on Settings of the device.. then Privacy.. and then Motion & fitness.. and allow Waze to always track your location..

again, by default, Waze will not track your location 24/7 unless you give your consent for it.. and it must be said that the 'the location is always on' option has its own issues.. sometimes Waze resets and turns completely off on its own (no 24/7 location tracking); sometimes it works well on certain phones but fails on other phones (sometimes on the same brand but different models).. 
and every once in while someone complains about these random issues before a new fix is promised..

as for messages and beeping..
the company hopes that people would use Waze as a new Social Media platform where you can track your friends whereabout, where you can meet new people, drop a hello and interact with them..

few problems with that idea.. 
1- most people are private creatures and often would not like for other people to track them.. from strip-clubs to shopping malls, and from a mistress house to an Ex house, people do not want to broadcast their whereabouts everyday and every hour..
2- most people are suspicious of strangers dropping a Hello.. if someone drops a Hello on my Waze account, i often ignore such messages from anonymous people..
3- we often use waze while driving and going to somewhere.. we do not have time to text while driving..
