I think she should go to school topless with bottoms on that read bite me! She is being body shamed and that's messed up like wtf natural beauty is the best!!

Once you own something about yourself, people can't use it again you. Your friend needs to accept that she does have small boobs, and realize that it isn't the end of the world and it is normal. Once she does that, it doesn't matter what people say. And the people who joke about touching it are rude.

She should report those people for sexual harassment then do her best to ignore them and move on.
