Density. Any substance with a density less than 1.00 g/cm^3 will float. If the density is greater than 1.00 g/cm^3 then it will sink. .. Candles must have a density less than 1.00

Its because Jesus multiplied how many depression cases in 2018 and multiplied that by how many Jews there are and did a lot of other math and decided that it wasn't solid enough to sink since Jesus wants his candles to face him, not the other gods.

For the same reason anything else floats on water: Its density is less than water.
