Will my home phone bill go up if I leave the receiver off the hook for a few hours?

No. The only thing that will happen is that there will be a loud beeping for a few minutes to try to tell you it is off hook, then the dial tone will go away.

After you hang up, the dial tone will return when you next pick up the receiver. None of those things affect your bill in any way at all.

No. But someone might call the operator to see if you need help.

Unlikely, unless the party on the other end did NOT hang up, and if it is a long distance call.
