It's his surname. His last name.
He's Barack Hussein Obama.

his full name is Barack Hussein Obama, nickname Barry
and as for not having the same first and last names, there was a very prominent early 20th century author named Ford Maddox Ford.

Presidents and other top leaders are often called by their last name alone in the USA; "Trump Calls for Tax Cut", for instance. President Trump's first name is "Donald". President Obama's first name is Barrack, but if he had called for a tax cut, the headline would have been "Obama Calls for Tax Cut".

Barack is his first name. Obama is his last. I have never heard of someone using the same first and last name. And his name is definitely not Obama Obama.
