Does yahoo have a new user unfriendly format that they didn't inform us of?...?

No. The new format some of us have seen (when using Internet Explorer, for me) is anything but "user friendly". It looks and acts like it was designed by the same morons who wrote Windows 10 and the daily updates/"bug fixes" for it.

Yes and it doesn't make sense I can no longer search the internet from a Yahoo Answers page, it only allows me to search Yahoo Answers, that is not user friendly.

This new format is eye torture.

There was a completely different format on Sunday, but then the rest of the week it went back to normal. Now today I just logged on to find a mix of the old and the new, glitching over each other so that I cant even use some clicks

There is a new format on the desktop version of Yahoo Answers, yes.

I've seen many questions posted in the last few days from users saying they dislike this, it was the same when the previous format was updated as well.
