Quick question: Why do charged molecules dissolve in water if the hydrophobic effect wants water to have the most freedom and be by itself?

I know charged molecules dissolve in water but why does this occur from the standpoint of the hydrophobic effect in terms of entropy?

    The charge, and its vastly increased hydrophilicity, causes the association of water molecules. This is exergonic and the lower energy overcomes the lower entropy. Hence it dissolves.
