No, I wouldn't. Given the matchups this week Fitzgerald is close to Allen, but Allen is the current #2 fantasy WR and Fitzgerald is #25. Allen is at home in good weather with the better QB and Fitzgerald is on the road in the rain. Further, Chubb is out for the season reducing the pressure that the Broncos will be able to put on Rivers.

If this is PPR, Fitz wins big. Kirk is out and the Bengals have the 31st ranked pass def. At worst, he has a very high floor. In standard, it's closer. Harris and Allen know each other well, and Rivers is fearless at attacking Harris. The last time they faced each other, Allen ended up with 90 yards and a TD. In standard, I'd actually try to play both.
