Is it legal to to sell salmon eggs for bait without a license of some sort?

A local bait shop in a garage gets minnows from someone who traps them in the rivers and streams all through the spring and summer. They never mentioned anything holding them back as apparently some friends with alot of extra bait give them some too. The tanks were pretty big though, even for a bunch of little fish. so you might need a big tank for one large fish.

Only time you need a license/permit is doing that on a commercial scale as a business for profit. Just Ppty to Ppty nothing needed.

Put them in scrambled eggs tomorrow morning.
