The EU wants to make it as difficult as possible for the UK to leave. If it was easy there'd be a rush for the exit. No-one has ever voted to be a member of the EU. They voted to join the EEC. That became the EU without any votes.

England is afraid to leave the economic advantages the EU offers, but at the same time, the British fear and resent having EU people come into their country and take away some of the jobs. England is seeking guarantees from the EU to make Brexiting not such a traumatic disaster for Britain.
