    1.  Find a big bookstore.  (This is not easy today!)

    2.  Find the section of books on Photoshop.  There should be dozens of them. Look at a few to see which seem to be talking to you.  Some will be too scholarly, some will be too simple.  Find one that's easy to read on your level. 

    Look for a TUTORIAL, not a MANUAL.  A tutorial will explain all the features, one at a time, starting with the simplest stuff, and give you examples and perhaps even exercises to work yourself.  A manual simply lists and explains every feature, in searchable order, not learning order.  Many books are both.

    3.  Take this book home and go through it, in front of your computer.  Read a chapter, then try out the tools it explains.  Do the exercises, or do experiments of your own.  Practice with your own photos or even photos downloaded from the Internet.

    Photoshop is a program laden with 30 years of 'feature creep'.  I learned it completely about 20 years ago, but today I hardly recognize it because so many bells and whistles have been added.  Like Microsoft Word and Excel, like Adobe Illustrator, etc., they add new stuff to it all the time.  So it has tools you will probably never use.  You only need to learn how to do what it is you want to do!  And like most things about computers, there are a dozen ways to do anything, but you only have to know one or two.  No matter how much you read about Photoshop, you won't be able to say you really -know- it until you've used it for a while.
