Can biological parents sue adoptive/foster parents for abuse/neglect?

I was reading an article from a biological mom of three kids upset, angry, and outraged due to being put into a home where abuse was occurring from Jen and Sarah Hart. I wanted to know if it was possible for not?

    You inform the police if someone is being abused, and then sue the authorities who put the children in an abusive situation.

    The process of "legal" adoption requires the bio parents to relinquish their rights, meaning the child is no longer theirs. They have zero rights to sue, because the child(ren) are no longer theirs. Yes, fostering, you can sue, but money does not reverse the damage.

    Once the child is legally adopted, the biological parents are legally no more related to the child than random strangers.
