Help identify infestation!?

I'm at my grandparents house and they have had an infestation of these black specks around the house. The information I have gathered.

They appear inside the house on the carpet often. 

Keep being cleaned up and coming back 

They will be in mass under the door mats.

Seem to like dampness.

They looked similar some potential 'eggs' that were spotted beside a death waterbug found in a bathtub.

Grandparents have seen them move. I am just getting here and haven't seen them move yet. The ones in the picture never did after being picked out of carpet.

    Maybe molts or poop from insects, try a couple glue traps to catch some specimens to ID.

    Look up scale on the internet.  Scale is an insect that gets on fruit trees, etc.  Have never heard of it inside.
