Should I tell my mom that I ordered a vape online? ?

It depends on what your goal is. Do you want to use it? If so, I don't think telling your mom will help. If your parents are anything like mine they'd force you to throw it away, or straight up take it and throw it away. 

Even just vaping instead of smoking your chest is gonna start hurting and you'll have shortness of breath using it often. I would strongly advise not starting to vape if you're not already addicted to cigarettes. You might get away with being an occasional user for a few years but before you know it you're doing it every day. Not worth it :-)
