It would definitely not reach the level of a felony and ANY lawsuit would probably be seen as a trivial nuisance case and dismissed.

Stealing anything of material value is a crime. Whether or not it is a civil matter, misdemeanor or felony will depend upon the laws of your local jursidiction AND the total value of the items taken.
In this scenario - pine straw can run $50 - $400 per acre depending upon quality..... so there are many variables here.
But let's say, it is of highest quality, and one full acre was taken and can be proven..... its value is only $400 so therefore probably only a civil matter, but no more than a petty misdemeanor.
