When the follicle has died. The first thing you need to understand is that the biotin needs to get into your body either as an oral supplement or through the skin -- into the cells. Hair that has already "sprouted" and is showing on your head is dead, but it is attached to a blub that is alive. It is the blub that needs to be nourished.
You might want to consider getting sublingual supplement tablets and or using a biotin oil on your scalp with massage as well as shampoo.
