Should I contact the police ?
So I met someone on offerup to buy a iPhone and I check the phone out and everything seems okay so I give the guy the money for the phone then he leaves but the next day I reset the phone and then I notice an icloud account locked into the phone and I text him asking him for the info for it and he says he doesn’t have it or know it and I ask for a refund but he refuses to give me my money back for the phone and blocked my number so I text him from another number and I told him I am contacting the local police and he still didn’t respond, what can or should I do I took a picture of his license plate number with him in the picture should I contact the local police I believe he stays in my hometown or would that be a waste of time?

Generally, Apple stores will only unlock the phone if you're the original owner and have paperwork to prove it. This sounds like you may have bought a stolen phone. Notify the police.

Yes. It's possible the phone is stolen.

It is unlikely calling the police will help you. Take the phone to the vendor that services the phone. If it is not actually stolen they should be able to rest for you. If it is stolen, you can give it to them and avoid jail time for you.

Contact the police then you at least have your bases covered if this phone is stolen, accepting stolen property is a crime, better to be safe than sorry

That's the price you pay in dealing with stolen goods. Consider it overhead
