Out of sea or out to sea?

I have read that someone had been dragged out to sea

Why not "dragged out OF sea" ?

Can I replace "to" with "of" ?

    I think words (to) is more natural to say, maybe.

    It sounds like you need to learn (or re-learn) these prepositions.  They are completely opposite in meaning. 

    And it would be "out of THE sea, not "out of sea".

    Out to sea connotes being carried far from the shore. Out of sea would indicate the individual was returned to shore.

    Dragged out to sea means drifted away.  Dragged out of the sea means getting recovered from the sea.
