Was V'ger responsible for the creation of the Borg?

The origin of the Borg is never made clear, though they are portrayed as having existed for hundreds of thousands of years (as attested by Guinan and the Borg Queen), so V'ger could not possibly be responsible.

Cyborgs don’t create themselves, so someone or something must have designed them. But how could it have been V’ger? I think the Borg origin must be pretty twisted and disturbing.
