Forgive my ignorance. Internet speed was supposed to increase after paying more money from 3/1 Mbps to 20/2 Mbps.?

Mostlikely you are getting what you are paying for, up is nicely within your plan, down can easily explained as traffic.

Looks like you are getting ripped off, still paying for a dial up connection...

There are three obvious possibilities I can think of:

You may need a new modem/router, if the one you have is not rated for "ADSL 2".

Or if everything is rated for the higher speed but the old arrangement was throttled down to three megabit, the ISPs equipment may need resetting so it can start the line speed testing sequence again.

In the first few days of a new connection the ISP end of the connection tries different speeds to get the best settings for the connection to your premises.

After that sequence is complete, any speed changes can be very slow.

The ISP can re-trigger that adaption process so it tries it based on the new speed settings.

Or, the phone line/cable from the exchange to your house is just so long or poor condition that three megabit is the highest it can manage, no matter how high the ISP sets their limit...

ps. Do not confuse download speeds shown by a PC (in bytes per second) with internet speed (in bits per second).

If you are getting 2.2 mega *Bytes* per second download speed, that is 2.2 x 8 = 17.6 megabits per second.

No ISP is EVER going to sell you 3Mps or 20 Mbps. Read the fine print. It's going to say "speeds UP TO 20 Mbps."

That being said, assuming you're doing your speed test to your ISP to rule out speed issues elsewhere, you need to call your provider and tell them you upgraded your speed but the speed didn't change. They may need to re-provision your modem or make other changes.
