you might want to read through my answer here
note that
.. L indicates s,p,d,f, etc
.. L = 0 is an "s" orbital
.. L = 1 is a "p" orbital
.. L = 2 is a "d" orbital
etc
4,0,0,+1/2 is the 4s electron

The answer is B. Note that Zn is in period 4 not 3.
