Is it possible to suck the water by reciprocating pump from closed tank? ?
A 500 ltr capacity of tank filled with 70%of water and fully closed and at top vaccume pump connected, air sucked out now at bottom of tank connected to reciprocating pump now my question is, is it possible to suck the water by manually pulling the piston or not?

No, if there is no way to allow Air (or other substance) to enter the tank while pumping the Vacuum Created by the pumping will cease.
Test: Fill a bottle with water, Then try to pour it out.
You should note that the water will will not come out until air is introduced. The Glug, Glug, Glug of the pour, as the air is "sucked" in to the bottle..
