Is it normal for a heater to stay on for an hour or more if it's 30 degrees outside?

    Depends entirely on the system, but in general it should not be too oversized so that it runs for just a short time. Longer, slower heating cycles are more efficient.

    Yes especially if its a heatpump.  Its normal but also could be issue depending on your service record on it.  If everything is good then don't worry heatpumps are more efficient than strip heat down to -5 course thats under perfect weather conditions.

    Invest in a cheap digital room thermometer. Then you will have an accurate figure to work on.

    Fahrenheit or centigrade? 30 degrees F is below freezing, so yes, but 30 degrees C is a hot summers day so no heating should be necessary.
