Yes the time would matter. Anytime after 10pm is a hookup. 2pm is a drunk. The appropriate time for a message like that would be 7-9pm. But it still comes across as someone that just wants to hook up. It would be more appropriate to ask if they want to grab something to eat between the hours of 11am-9pm so that it doesn't come across as just a hookup. Unless that's all you want from anyone then have at it.

yes it would matter. I don't go out to some guy's place at 12 AM. And if he can't take me out on a date, forget it. He's not interested in anything more than sex. And if that's the case, why can't he just be up front instead of acting like a coward and not putting his cards on the table.

I would think I might get hooked up. I would however enjoy receiving it. The time wouldn't matter to me.
