Do you mean SSI, Supplementary Security Income, a welfare program? That is never taxable. If you mean Social Security, that is not taxable if it is your only income and you are not married. If you are married it depends on your spouses income as well.

No. Unless you are working or worked any last year then you do? I used to be on SSI and I did not have to file income taxes during that period.
