Can I move photos off my iPhone 5c or only copy them onto my hard drive or USB?
I'm trying to move files from my water damaged phone before it permanently stops working, but I want to move the photos off, not copy and paste. Is it possible to move them at all?

Not exactly.
Use copy & paste.
Then, once everything you want is copied, use the reset facility in the phone settings to erase it - no more photos, or any other recoverable info
