16,000,000 = 3.5 * 250,000 * x + 190,000 * x
16,000,000 = 875,000x + 190,000x
16,000,000 = 1,065,000x
x = 15.0235
X does not come out to be an integer, but I think if we just make it '15', we will be within the sig figs.
3.5 * 250,000 * 15 + 190,000 * 15 = 15,975,000
Rounded to the nearest million is 16 million.
